The 34-year-old deranged homeless man, Decarlos Brown Jr , who has been charged with attacking a 23-year-old Ukrainian woman on a Charlotte train, was out on the streets despite a nearly 20-year history of violence, arrests, and documented mental illness.
He was free on a cashless bail after magistrate released him with a "written promise" to show up in court.
According to several news reports, Decarlos was arrested at least 14 times in North Carolina for different crimes, including assualt, robbery, larceny and firearms possession, dating back to 2007.
